Tender Description
The NSW Government fleet is currently comprised of approximately 26,000 vehicles, predominantly passenger and light commercial vehicles.
The great majority of the fleet is owned by StateFleet, a business unit of the Office of Finance and Services (OFS), and are provided to government agencies under operating leases, mostly maintained operating leases.
The OFS is conducting a review of the supply models for leasing, financing and managing the NSW Government’s vehicle fleet. The review is intended to determine the supply model(s) which will provide best value for money while delivering the appropriate level of services to the government agencies.
Supply model options under consideration include, but are not limited to:
* Periodic tendering of aggregated NSW Government vehicle leasing needs from a panel of pre-qualified providers, and a separate competitive panel contract for fleet management services for NSW Government agencies.
* Bundled or separate competitive panel contracts for leasing and fleet management services at an agency or whole-of government level.
In addition, during the review process, consideration will be given to:
* Divesting or outsourcing the management of StateFleet’s existing lease book.
* Establishing lease financing mechanisms to retain the benefit of financing leases at the government cost of debt while outsourcing residual value risk.
