Tender Description
The purpose of this Expression of Interest (EOI) process is to gauge what systems or technology is currently available that may meet IBAC’s requirements in a CMS now and into the future. IBAC requires a CMS to effectively record and manage the operational aspects of its functions including:
* Receipt and assessment of complaints and notifications.
* Investigations conducted by IBAC.
* Use of investigative powers including covert services, telephone intercepts and surveillance and listening devices.
* Management of seized property and exhibits.
* Monitoring and reviewing of complaints or notifications referred by IBAC to other agencies for investigation.
* Identifying issues and trends relating to corrupt conduct or police misconduct.
A CMS must provide analytical capability to inform prevention functions conducted by IBAC and to adhere to internal and external reporting requirements.
IBAC is seeking to implement a CMS that will support all areas of business. Operational areas of IBAC will utilise the system to record the daily operational activity involved in the receipt and management of complaints and notifications and the investigation of corrupt conduct or police misconduct. Other areas of IBAC will utilise the system to enhance education and prevention initiatives through analysing data captured and identifying issues and trends through information obtained.
Corporate areas within IBAC will also utilise the system to assist in managing resource allocation including human, physical and financial resources. Information drawn from the CMS is also important to future planning and to assist in setting strategic priorities and organisational direction.
IBAC is seeking a CMS that may be aligned to its core operational functions of complaint management and investigations. The CMS must be intuitive, logical, user friendly and easy to navigate. The CMS should provide for comprehensive case management from the receipt of a complaint to the conclusion of an investigation, capturing all activities relating to that process providing for effective and efficient monitoring and reporting throughout the life of a case.
As a result of this EOI process, IBAC may, without limiting other options available to it, do any of the following:
* Prepare a shortlist of preferred potential providers and invite those providers to present their solution to IBAC.
* Invite tenders from preferred potential providers identified.
* Call for tenders from the market generally.
* Enter into pre-contractual negotiations with one or more providers.
* Decide not to proceed further with the EOI process or any other procurement process.
* Commence a new process calling for EOIs on a similar or different basis to that outlined in this EOI invitation.
