This is a Quality Assurance contract.
Tenders are invited for the contract work which involves widening and upgrading of Showground Road for approximately 1.2 kilometres from a two-lane partially divided carriageway to four lanes divided carriageway including auxiliary lanes for turning movements at major intersections.

Features of these works include:
* Widening and upgrading of Showground Road to a four-lane divided carriageway including auxiliary lanes at the major intersections, and the incorporation of the existing concrete pavement into the works.
* Modifications to the intersections of Showground Road with Britannia Road, Rowallan Ave, Cecil Ave, Kentwell Ave/Cheriton Ave and Pennant Street.
* Provide new sets of traffic signals at the intersections of Showground Road with Rowallan Ave and with Kentwell Ave/Cheriton Ave.
* Major relocation and adjustment of utilities. All above ground utility assets to be relocated underground.
* Drainage infrastructure to be installed and upgraded.
* Adjust property accesses to be compatible with the road widening.
* Construct three large raised planter bays in the medians.
* Construct a 1.5m and 2.5m wide footway along the corridor.

The works are within an urbanised environment with:
* Limited road reserve (30.6m boundary to boundary).
* 90+ residential and business driveway accesses.
* Densely sited utilities within the footways and road pavement (two sets of 132kVs in the pavement and 11kVs in footpaths included).
* Retention of existing concrete pavement.
* Arterial road between Windsor Road to the M7 motorway and a main feeder to Norwest Boulevard and the M2 Motorway. AADT of 37,000vpd.
* Coordination and concurrent road and utility works with Sydney Metro- North (formerly known as NWRL) and proposed Castle Towers Shopping Centre expansion and the current housing developments along corridor following rezoning of surrounding areas.

A pre-tender meeting, including a site walk along the corridor and stockpile/fill site, will be held starting at 10:30am on Wednesday 28 October 2015, at The Hills Shire Council Office, 3 Columbia Court, Baulkham Hills, Community rooms 1 and 2 on the ground floor.

Attendance is mandatory to submit a conforming tender (allow minimum 4 hours for the meeting, lunch, travel to sites and walk throughs). Bring high visibility vest and wet weather gear for inclement weather.

Tender documents shall be purchased from https://tenders.nsw.gov.au/rta for $55 (including GST) per set.

Tenderers are invited from only pre-qualified contractors with Roads and Maritime Services under the National Prequalification Scheme at Class R4/F50 or higher. Specific components of works must also be prequalified under the same scheme with the following:
* The asphalt paving component of the work must be carried out by contractors prequalified with Class A1 or higher.
* The earthworks and drainage components of the work must be carried out by contractors registered with the RMS in Class E or D respectively or prequalified for the road works.
* Stabilisation of earthworks layers must be carried out by contractors prequalified with Category Z1: Stabilisation.
* Steel fabrication work (such as major sign support structures and traffic signal mast arms) must be prequalified with Category S: Steel Fabrication - Complex and Category SM: Minor Steel Fabrication.
* Traffic signal installation work must be undertaken only contractors prequalified with Class TS02 or higher.
* Primary testing of the work (including sampling) must be carried out by contractors registered with RMS at Class L2.
* The traffic control component of the works must be carried out by a contractor registered with RMS at Class G.

All tenderers must comply with the NSW Government Code of Practice for Procurement.
