The purpose of this ITO is to seek offers from entities which possess the capabilities, capacity and experience to provide Novated Leasing Services. At the conclusion of this Invitation Process it is anticipated that a standing offer arrangement for novated leasing services will be established.

The SOA will focus on the following objectives:
a) Supporting the Queensland Government’s employer of choice objectives which are designed to attract and retain employees.
b) Offering novated leasing services in support of improving employees’ financial health.
c) Ensuring novated leasing services are well understood, transparent and simple to use.
d) Ensuring the provision of novated leasing services is at no cost to the Queensland Government.
e) Mitigating risks for the Queensland Government in the delivery of novated leasing services, for example, risks associated with compliance with taxation.
f) Increased efficiency through online and electronic processes and the reduction of manual effort.
g) Management of Employees’ novated leasing.
h) Value for money, including competitive novated leasing services for Employees.
i) Achieving an effective process for monitoring the SOA during its term through key performance indicators and various other contract management initiatives
