The Electoral Commission Queensland (ECQ) is responsible for the impartial conduct of State, Local Government and Industrial elections in Queensland as well as the periodic review of electoral boundaries for parliament and local government councils.

This expression of interest (EOI) represents the first of a two-stage process to identify a Supplier capable of delivering a commercial off-the-shelf (COTS) system that allows ECQ to configure, plan, manage and report on electoral events. The new system will support ECQ’s commitment to integrity and accountability in delivering efficient impartial and transparent electoral events.

The objective of the EOI stage is to seek initial submissions from the market on how their COTS election management system can assist in the delivery of electoral events in Queensland across the phases of:
* Electoral administration - Ability to manage electors, electorates and political parties and maintain system controls.
* Planning and preparing for an electoral event - Populating data sets to systematically and financially plan for an electoral event.
* Managing an electoral event - The various aspects involved in conducting an electoral event in accordance with the election timetable.
* Reporting on, analysing and evaluating an electoral event - The continuous internal and external supply of information required for reporting throughout the election cycle.

EOI Submissions
Submissions MUST be lodged via the Queensland Government QTender website https://www.hpw.qld.gov.au/qtenders/. Submissions must consist of the Supplier’s response to this document and any other supporting documentation as requested by ECQ.
