Background:
ACS is contracted by DSS under the Aged Care Service Improvement and Healthy Ageing Grants (ACSIHAG) to provide an aged care sector Capacity Building project. The ACS project is aimed at strengthening the capacity of the aged care sector to deliver high quality aged care and to promote healthy ageing.

The evaluation seeks to determine the extent to which the Capacity Building project has built on the strengths of small community organisations in regional and rural areas and improved their capacity.

Evaluation Team
The evaluation team should comprise of individuals with the following expertise:
* Extensive development evaluation experience with substantial work experience in management experience in Aged Care or Community Care.
* Qualitative research experience
* Quantitative research experience including statistical expertise.

Assignment timeframes: The assignment is for 12-15 days durations, spread between June - August 2016. The Evaluation will include interviews with service providers, Capacity Building team members and external ACS project consultants.

Application Processes:
Interested consultants are required to submit a letter of interest including their evaluation profile and experience along with their resumes and references. Based on this, ACS will select candidates that best meet minimum qualifications and experience requirements.

The deadline for initial submissions is 20th May 2016.

The selected candidate consultants will be notified by 25 May 2016 and provided with a draft terms of reference based on which they will develop an evaluation proposal and budget for submission by 1st June 2016. The proposal should include the evaluation methodology, data collection processes as well as a preliminary work plan for completing the work and deliver the outputs. The successful proposal will be selected and consultant(s) notified by 6 June 2016. ACS’s review committee will select and notify the winning proposal.
