The benchmarking function is intended to:
(a) Increase the information available to providers to gauge performance against their peers and support their transition to a more open and competitive market; and
(b) Improve the evidence base available to the Agency to support providers, oversee markets and make transparent decisions in its market stewardship role.

The scope of work to be undertaken by the Survey Manager will include:
1. Planning for the implementation of the Benchmarking Survey;
2. Survey Data collection and verification;
3. Processing of Survey Data;
4. Production of agreed outputs; and
5. Secure management, access to and storage of Survey Data

The Survey Manager will be accountable to the Agency for the delivery of all work under the Contract and this Statement of Work.

Each disability service provider participating in the Benchmarking Survey will enter into a separate data usage agreement with the Agency, which outlines data use rights and protocols.
