Tender Description
NSW Trains (Lead Agency) is a body corporate constituted under the Transport Administration Act 1988 (NSW) and the Transport Administration (General) Regulation 2005 (NSW) with responsibility for the provision of passenger rail services within New South Wales.
The State Transit Authority of New South Wales (STA) is a corporation constituted under the Transport Administration Act 1988 (NSW) with responsibility for, among other things, the provision of efficient, safe and reliable bus services.
The Lead Agency, on its own behalf and on behalf of STA, is seeking Tender Submissions from experienced and suitably qualified organisations (Tenderers) for the supply of the Deliverables at such times and in such quantities as the Relevant Principal and Eligible Customers may require by way of an innovative purchasing and distribution framework which:
* With respect to Package A, meets the Project Objectives of the Lead Agency;
* With respect to Package B, meets the Project Objectives of STA; and
* With respect to Package C, meets the Project Objectives of:
* The Lead Agency; and
* STA, (the Request for Tender)
The objectives of this Request for Tender are to, among other things:
* Reduce the total cost of the Deliverables by leveraging the purchasing power of the Lead Agency, STA and potentially Eligible Customers;
* Provide Deliverables which are commercially competitive;
* Establish a sustainable arrangement between the Tenderer and:
* The Lead Agency and Eligible Customers contemplated by the Draft NSW Trains Agreement; and
* STA and Eligible Customers contemplated by the Draft STA Agreement to deliver quality Deliverables;
* Promote best practice delivery and efficiency gains through the employment of innovative delivery methods (eg, through the use of value-engineering)
* Effectively manage the risks associated with the provision of the Deliverables;
* Promote automation in procurement in order to achieve greater efficiency and information management for the Relevant Principal; and
* Compliance with all applicable laws, standards, codes and policies; (the Project Objectives).
