Tender Description

The purpose of this document and the attached schedules is to invite organisations to demonstrate the necessary technical, managerial, and financial capability and capacity to participate in the ‘Early Contractor Involvement’ (ECI) phase of the Flinders Island Waste Management scope of works, costs and delivery.

The ECI contracting strategy is a relationship‐based approach that is founded on a set of governing principles that enable the ECI participants to work together in a collaborative manner to deliver the outcomes that Flinders Council is seeking.

The primary objective of this process is for Flinders Council to engage (ideally 2) ECI contractors to fully participate in the establishment, management, implementation and completion of the Flinders Island Waste Management objectives.

The ECI component of this process will allow for collaborative scope development and may lead to the establishment and implementation of an ECI contractor for the delivery of the services (although Flinders Council does notprovide any guarantees thatit will enter into a supply agreement with either of the ECI contractors).

The ECI contractor selection process is essentially based on two elements;
* Capability including but not limited to management, administration and resourcing; and
* Cost.

The capability component is required to allow Flinders Council to objectively assess, based on submitted information, the ability of the respective suppliers to enter into a collaborative arrangement to develop the scope.

The cost component is required to provide Flinders Council with an ability to objectively assess and compare anticipated or expected costs between Tenderers in relation to scope development.

There is also a cost component requested in relation to potential future costs associated with delivery of a waste management solution following scope development. Please note that this aspect of the cost component is intended to be used for evaluation purposes only. It is not intended to yield final project costs and is not binding on the Tenderer.

It is important to recognise that the cost model used in this assessment exercise, while in general terms reflects the type of work required to undertake waste management, it is a theoretical model and presented in simple form so that a desk ‐ top process and review can be undertaken. Once a detailed scope is developed through the ECI process then final pricing will be proposed by the ECI contractors for Flinders Council to consider.

All Tenders must be submitted on or before 4pm on Wednesday the 8th of February, 2017.
