The UDF will set out an integrated vision for the area and guide its use and development. The document will focus on planning and urban design policies and principles that will enable Council to assess planning permit applications and guide subdivision applications.

The UDF will:
Establish a clear and integrated vision for the Major Town Centre
Guide the use and development of the area through objectives and planning and design requirements and guidelines
Establish a implementation program of statutory and strategic initiatives
Include internal and external consultation with landowners, occupiers (businesses) relevant stakeholders, Council staff, Councillors and the wider community
Establish a process for monitoring and review

The project will be completed in four stages:
Stage 1: Project Management Plan and Engagement and Communications Approach
Stage 2: Technical Reports and Background Paper
Stage 3: Draft UDF and community consultation
Stage 4: Final UDF
