Request for Offer for the Supply and Delivery of Home Oxygen and Associated Equipment.

Background
MASS provides access to subsidy funding for the provision of a range of aids and equipment to eligible Queensland residents with permanent and stabilized conditions or disabilities. Aids and equipment are subsidy funded either on a permanent loan basis, private ownership or through the supply of consumables. This primarily assists people to live at home and avoid premature or inappropriate residential care or hospitalization.

MASS provides subsidies to eligible Queensland adults and children who require home oxygen and associated equipment, dependent on their condition. These are subsidized as standard oxygen therapy packages in the form of cylinders and/or concentrators, with supplementary packages of portable and backup cylinders. The selection of home oxygen and oxygen equipment for MASS eligible Clients is dependent upon their clinical assessment by a MASS designated Medical Practitioner (Prescriber).

Scope
Offers are invited for the Supply and Delivery of Home Oxygen and Associated Equipment, in accordance with the conditions of the Request for Offer (RFO). This Standing Offer Arrangement (SOA) will facilitate Home Oxygen Services and Associated Equipment through the Medical Aids Subsidy Scheme for the State of Queensland.

The purpose of this RFO is to establish a panel arrangement of suppliers who possess the capabilities to deliver a State-wide service for MASS and its Clients as described within this RFO. At the conclusion of the RFO process it is anticipated that Successful Offeror/s will be identified on a Standing Offer Arrangement for the provision of Home Oxygen and Associated Equipment as outlined in this RFO.

Where MASS reviews a Client’s application and considers it necessary, MASS reserves the right to procure Off Contract home oxygen and associated equipment from any other source.The arrangement will focus on the following key service requirement objectives:
* Technical suitability and functionality of the product;
* Ability to meet Queensland Health’s supply requirements;
* Sales and support service through Queensland including South East and Other Regional areas;
* Value for money including competitive pricing throughout the State of Queensland;
* Increased transparency and accountability in the use of Successful Offerors;
* Detailed invoices as requested by the Eligible Customer within an appropriate timeframe;
* Compliance with all relevant legislation and regulations of Queensland Health;
* Standardized reporting framework which provides greater visibility of purchasing and delivery metrics, as well as providing more accurate financial and transactional data at the whole-of-government level; and
* An effective process for monitoring the Arrangement during its term through the Key Performance Indicators and various other contract management initiatives.

Outcomes/deliverables for the service requirements are:
* The provision of oxygen, oxygen concentrators, oxygen cylinders and auxiliary equipment;
* Provision of one replacement mask/cannula and tubing per adult Client, per calendar month
* Provision of four replacement masks/cannulas and tubing per pediatric Client, per calendar month;
* Provision of equipment/items in accordance with the Oxygen Packages or any other items the supplier knows is required to ensure safe use of oxygen Package.
* Supply, delivery and installation of the home oxygen and oxygen equipment in the Client’s home;
* Repairs and maintenance of the equipment issued with the home oxygen;
* Education of the Client in oxygen hazards and safe use of the equipment issued with the home oxygen and oxygen equipment as per manufacturers recommendation;
* Assistance to MASS staff in the development of educational packages related to oxygen hazards and the safe use of the home oxygen and oxygen equipment;
* Provision of oxygen package images in jpg format for display on MASS website and;
* Accounting system practices which are accurate and timely and electronic transmission of invoicing and purchase orders.

It should be noted, the Queensland Government's forward procurement requirements may change without notice and there is no guarantee the projects identified in this Forward Procurement Schedule will progress, or that tenders will be released. It is also possible The Forward Procurement Schedule may not include all procurement activities, such as; transactions under exisiting Standing Offer Arrangements; or other ad hoc purchases, which may occur during the period this schedule covers.
