DownerMouchel is a joint venture between Downer EDI Limited and Mouchel. The joint venture was initially formed in 2008 to tender, win and deliver integrated asset management and maintenance services under the Main Roads Western Australia Integrated Services Arrangements (ISAs).

The ISAs are relationship-based arrangements to provide road network operations, operational asset management, maintenance delivery, minor capital works delivery and project and contract management services.

Between 2009 and 2010 we tendered three of the seven ISA regions and we are the only provider to have been awarded more than one ISA. We had a 100 percent bid success rate in securing the three ISAs, all of which are now operational.

The ISAs have each been let for an initial term of five years and are extendable based on demonstrable performance, measured through the Australian Business Excellence Framework. DownerMouchel received national recognition at the prestigious 2011 Australian Business Excellence Awards in Sydney.

Since 2008, DownerMouchel has brought together the very best expertise by sharing the wider intellectual and operational skills and experience of our parent companies. Growth has come quickly and our people are working as part of Main Road’s integrated teams in ten depot and office locations across a vast geographic area ranging from Metropolitan Perth to Kununurra in the tropical Kimberley region.
