The ABCC wants to develop an App to provide contemporaneous, relevant, accurate and simple information about coercion, freedom of association, right of entry, unlawful industrial action, and unlawful pickets to site managers, employers, employees and union officials.

We do not have a set budget, however please note that we are a small agency with a limited overall budget. We acknowledge the relationship between time, quality and cost, and encourage responses that provide a range and breakdown of options for each. We are flexible on approach and open to innovative solutions from vendors. We will consider all responses on the basis of value rather than cost.

The Australian Building and Construction Commission (ABCC) promotes an improved workplace relations framework to ensure that building work is carried out fairly, efficiently and productively for the benefit of all building industry participants, without distinction, and for the benefit of the Australian economy as a whole.

The ABCC does this by:
* providing education, assistance and advice to building industry participants;
* undertaking compliance activities; and
* pursuing enforcement activities.

The ABCC wants to release an App to assist building industry participants to understand their rights and responsibilities and comply with the law. We know that our target audience is on building and construction worksites, is using a smartphone or tablet, and needs access to complex information in a simple format, quickly, and in high pressure situations.
