Tender Description

The Department of Transport and Main Roads (TMR) is currently in year two of its digital transformation journey. A key component of this journey is building TMR’s digital capability. TMR is building its digital capability to become ‘digital by default’, able to harness digital innovation and respond to the ever-increasing customer expectations.

Digital is about people, not just technology. It means changing the way we work to become more flexible, putting customers at the centre of everything we do.

To support TMR (and Queensland Government) business areas with their digital capability uplift needs in a coordinated and sustainable approach, TMR is issuing a Standing Offer Arrangement Invitation to Offer to an open market for the provision of a digital capability development partnership agreement (Partnership Agreement). 

The objective of this Partnership Agreement is to have capable industry partners to support TMR in the ongoing digital capability uplift to ensure the department is providing great outcomes to customers first time, every time. This would enable business areas across TMR (and Queensland Government) to more easily access providers and services directly to support individual project or team requirements.

The following information provides an overview of the capabilities and services that will be contained in the Partnership Agreement.

Target capabilities:
* Agile (mindset for ICT and non-ICT users/business areas)
* Design Thinking
* Lean
* Customer Journey Mapping
* Change leadership
* Human centred-design (skills, mindsets and attitudes)
* Data and sharing management skills
* Cross agency collaboration and program management skills
* User experience (including research, customer testing, development services, testing services and strategy planning)

TMR will ask suppliers to put forward additional capabilities they think would support the desired outcome of digital capability uplift.

Target services:
* Training
* Facilitation
* Coaching
* Mentoring
* Senior leadership development
* Embedding a resource in a team (e.g. contractor on a daily rate)
* Change management

TMR will also ask suppliers to put forward additional services they think would support the desired outcome of digital capability uplift.

To ensure this Partnership Agreement is sustainable, TMR is looking to have a scaled approach to capability levels ranging from foundation to advanced. The following provides an overview of what each level would mean relating to the understanding/knowledge a user would be equipped with following the digital capability uplift services e.g. training or coaching:
* ​Foundation – A basic understanding of the specific digital capability key principles, mindsets and objects. Has the ability to provide a general overview and advice to others.
* Intermediate – A moderate understanding of the specific digital capability and how to apply the capability in a business setting. Has the ability to provide more context and advice to others.
* Advanced – An advanced understanding and knowledge; highly skilled and experienced in the specific digital capability. Has the ability to lead and drive change using the specific digital capability and able to provide operational and strategic advice/support to others.
