Tender Description

Spotless is a leading provider of integrated facilities services with clients across Australia and New Zealand. Our clients are from a diverse range of industry sectors including defence, education, government, healthcare, senior living, sports & venues, resources, leisure & hospitality, airports, industrial, commercial, property, utilities and public private partnerships. We are mostly known as Spotless, however you may know us as AE Smith, Alliance, Ensign, EPICURE, Clean Event, Clean Domain, Mustard, Nuvo, Skilltech, Taylors, TGS, UAM and UASG. Spotless has a revenue close to $3B in the period ending 30 June 2018. Spotless is publicly listed on the Australian Securities Exchange (ASX: SPO) and headquartered in Melbourne. Spotless is 88 per cent owned by Downer EDI Limited (DOW), and together we are the leading provider of integrated services in Australia and New Zealand.

Spotless is seeking expressions of interest (EOI) from appropriately accredited companies, to be shortlisted for the provision of specialist cleaning services for over 230 schools broken down into 14 zones in the Bayside (8 zones) and Inner East Region (6 zones) of Victoria. The majority of services are to be conducted during the school term breaks (4 in total). The required services will include;
* Window Cleaning (internal and external) - High and Low
* Steam Clean, Shampoo and Extraction of carpets and furnishings
* Hard Floor Strip and Seal
* Pressure Washing
* Buffing and Scrubbing of all floor surfaces
* High Dusting
* Emergency/adhoc Call-out Requirements

The key outcome of this EOI is to achieve a shortlist of companies that can join and enhance our current contractor base, satisfactorily demonstrate that they have the capability and capacity to provide specialised cleaning services for Spotless and most importantly align with Spotless' 4 Pillars Strategy, with emphasis on Safety and Zero Harm.

Our current safety initiatives include Risk profiling, Safety training programs and a Strong injury management process

Spotless will assess the submitted EOIs based on the responses in relation to the below summary of requirements. Shortlisted companies will be invited to proceed to a second stage in which a formal Request for Tender (RFT) will be called with a planned contract commencement date of early April 2019.

Response Requirements:
* Interested respondents must demonstrate / articulate how they can align their values to Spotless' 4 pillars strategy, with an emphasis on Safety and Zero Harm
* Interested respondents must demonstrate their adherence to Spotless' core principles as laid out in the Cleaning Accountability Framework (CAF)
* Respondents to the EOI must demonstrate and provide evidence of their organisations:
a) Business Structure, Capability and Capacity
b) O H & S Plan
c) Service Quality Assurance Management Control, Measures and Policies
d) Employee Training Programs and records of training conducted
e) Account Management and Supervision capabilities
f) Fleet of Equipment to be able to perform the required services
g) Previous Experiences and Reference Checks
* Interested respondents will be required to appoint a minimum number of fixed (full-time or part-time) personnel to ensure service continuity for Spotless. Respondents will also be required to demonstrate that they have appropriate casual pools of personnel, available to meet additional casual demands, personnel leave/illness etc.
* The appointed fixed and casual pool of personnel must have valid and current Working with Children Cards and National Police Checks prior to commencing work at site
* Interested respondents are expected to have an Account Manager and Senior Supervisor be appointed to manage and oversee the service delivery and to support the troubleshooting any operational matters
* Respondents are required to submit a draft business plan on how your company will manage periodical cleaning for 15 to 20 schools over a 14 day time frame. This business plan must demonstrate at minimum; scheduling, staffing, structure of management / supervision, quality reviews and measures, rectification plans etc. As a guide, please use the sample periodical cleaning scope as a basis for your draft business plan

Companies will be required to submit their responses by close of business, Wednesday 27th February. Late responses will not be accepted.
