Tender Description
BHP is seeking expressions of interest (EOI) from contractors capable of performing a trade-off study to identify the optimal accommodation strategy to meet the requirements of an increased workforce during major maintenance campaigns and projects at Olympic Dam.
Existing infrastructure to be considered as part of this package include current accommodation facilities at Olympic Dam Village (2500 rooms) and Roxby Downs Village (500 rooms).
Details on organisational capacity, capability, and experience in delivering such services safely will be used to form a shortlist for tender.
This package of work will be carried out as part of an Identification Phase Study (IPS) to determine the Preferred Investment Alternative (PIA) from brownfield and greenfield options. This will require benchmarking to other remote accommodation solutions and engineering, deliverables including schedule and cost to IPS level (class 4/5) for several options.
The successful contractor, selected at the conclusion of this EOI and subsequent tender, will be capable of:
* carrying out any investigations and trade-off studies while working closely with all stakeholders;
* reviewing and assessing potential value improvement opportunities;
* benchmarking to provide agreed standards for accommodation and associated facilities;
* civil and services requirements to integrate to existing facilities with provision of various options to improve total ownership cost;
* engineering development of alternatives, both temporary and permanent, to IPS level class 4/5 including relevant deliverables to assess and determine the PIA;
* identifying risks and uncertainties of the various options, to support the assessment of the PIA;
* preparing draft and final reports/memos/technical notes, summarising the work carried out, with conclusions drawn and recommendations;
* reporting weekly on progress and financial status;
* co-ordinating and documenting technical meetings between relevant stakeholders as necessary; and
* developing deliverables to determine the PIA
At all times during the delivery of the services the contractor will be expected to adhere to BHP safety policies and standards including participation in BHPs field leadership program.
