Undertake scoping work and produce a short report on what activities the Office of the Gene Technology Regulator (OGTR) could undertake to promote and monitor for appropriate regulatory culture within the gene technology regulatory scheme.

This project would be to better define the scope and a work plan, including:
* identifying and prioritising the issues and challenges that need to be addressed
* determining expected outcomes and how to achieve them, including barriers and enablers
* identifying possible OGTR documents that may be needed to assist organisations and IBCs ie. Explanatory material and guidance on regulatory culture This is a scoping study with a final report that would provide options and suggestions to explore going forward.
