This consultancy will provide independent, expert advice and guidance on how the Community Broadcasting Foundation (CBF) could best invest in strengthening community media organisations, particularly the governance, planning, financial and technical recapitalisation capacity of these organisations.

The consultancy will inform how the CBF invests in building the resilience of community media organisations through its grant programs. The final report will:

* Describe best practices in charity, social enterprise and community media organisation resilience identifying case studies from previous CBF grants and other sectors and published research where possible.
* Summarise how these best practices are viewed by community media organisations and include full results of the consultation process.
* Recommend how the CBF should invest in strengthening the health of community media organisations.

It is expected that the total cost of the consultancy would be no more than $80,000 plus GST.
