Tender Description

Please note that this is an Advance Tender Notice (ATN) for website development and support services for the existing Victoria’s Big Build website (bigbuild.vic.gov.au). The website also has third party subsites that need to remain integrated into the main site, including Big Build Jobs (jobs.bigbuild.gov.au)[1] and a future Online Engagement Tool[2]. This ATN is being issued by the Office of the Director-General (ODG), being part of the Major Transport Infrastructure Authority (MTIA), an administrative office in relationn to the Department of Transport. Note that it is a mandatory requirement that Respondents have experience in enterprise level website development for government organisations using the Squiz Matrix CMS.

Purpose of the Request

When the Big Build website was launched, the intent was to demonstrate a coordinated approach to building major projects. The website provides high level information on the 119 projects, news updates, a map presenting all the disruption information across the transport network and a portal for all job information across the program (Big Build Jobs).

The scope of this procurement involves major development to the Victoria’s Big Build website, which is planned to begin by the end of 2019. This will involve a complete restructure of the website’s information architecture to cater for the consolidation of six other project websites that include Level Crossing Removal Project, Metro Tunnel, West Gate Tunnel, North East Link, Major Road Projects Victoria and Regional Rail Revival. It will also include:

  • development of a suite of new page templates and modules
  • advanced search of projects, project information and disruption
  • re-development of the Disruptions Map[3] tool, integrating with an external API
  • integration with an Online Engagement Tool
  • integration with an EDM and/or CRM
  • rebranding of all website assets and components.

The design and functional specifications are currently being undertaken by the ODG Creative Services provider and are due to be completed in December. The successful Respondent will review these documents to plan and execute the development of this project. To ensure the website continues to be maintained, the successful Respondent is also required to provide support services that include, but are not limited to:

  • bug and issue resolution
  • minor feature enhancements
  • UX/UI
  • website design
  • major feature development
  • Squiz interface and general support
  • deployment of updates to testing and production.
