Tender Description

MFB has a proud, illustrious history of serving the Victorian community. Our 2,342 employees help safeguard more than 3.4 million Melbourne residents, workers and visitors along with assets and infrastructure worth billions of dollars. Our day-to-day service covers an area of over 1,000 square kilometres and our significant resources can also be called on to support emergency management anywhere in Victoria. In addition, our specialist operational staff respond to major incidents both interstate and overseas.

MFB delivers most of its services in the Metropolitan District – a two-region, five-district area – and operates 47 stations across 25 local government areas. Our structural arrangements are aligned to State Government regional boundaries that enable us to work cohesively with local, regional and state partners to plan, control and coordinate responses to incidents under the state emergency management arrangements.

The Property Services Department is seeking tenders for the provision of Electrical Inspection and Compliance Services at MFB sites across the Melbourne Metropolitan area.

The Contractor will be responsible for the delivery of a range of Electrical Inspection and Compliance Services, including Essential Safety Measures Management (Electrical – Emergency & Exit Light testing); Testing and Tagging; and Emergency Power Supply Systems (Back-up Generators & UPS systems) for the MFB’s facilities; plant and equipment.

The following table lists the Electrical Inspection and Compliance Services that the Contractor will be required to provide and will include but not necessarily limited to:-.

Electrical Services Management includes:
a) Programmed Inspection and Compliance Works Scheduling and services delivery
b) Fault Management and response (capacity and capability confirmation – actual work costs are separable from the contract services – hence additional services items)
c) Inspection and Compliance Works Program Management
d) Emergency Systems Management (Generators and UPS systems)
e) Records Management and Asset Management Register
f) Subcontractor Management
g) Essential Safety Measures (Electrical components) management (all Essential Safety Measure items are to be addressed at intervals required by the relevant legislation and reported to the online portal of the MFB’s appointed Building Safety Auditors within 7 days of works completion
h) Dangerous goods management including removal and storage where and if required.
i) Recycling and environmental sustainability reporting (i.e. provision of recycling certificates for all fluorescent light tubes, mercury vapour light fittings, UPS batteries, etc.; that are removed from any/all MFB sites
j) Provision of advice to assist MFB with continual improvement – especially in respect to energy efficiency initiatives (LED lighting, Solar PV installations, BMS changes, etc.;) to realise reduction in greenhouse gas emission levels generated from MFB activities and operations of its property portfolio

The term of the contract will be for an initial period of 3 years with two (2) one year options at MFB’s sole discretion. This is to enable continuity of service and enable the successful contractor to fully understand the requirements of the MFB portfolio
