Objectives

East Timor Hearts Fund (ETHF) seeks to commission a social impact analysis to demonstrate its impact in the following areas:

• Effectiveness - Patient and other outcomes
• Impact – Education, prevention, life-saving surgeries, public health
• Accountability – Governance, process and operations
• Efficiency - Value for money
• Sustainability – Capacity and coalition building

Background

The previous study, a social return on investment, undertaken in 2015 by Synergystiq, demonstrated ETHF’s impact in improving the quality of life years (28) and additional years of life (32) of Timorese. At that time, ETHF’s activities focused predominantly on life saving surgery. Our financial proposition was demonstrated through the social return to the value of $9, for every $1 invested.

Audience

The audience for this work includes funders such as philanthropic foundations, government in Australia and Timor-Leste, the Board, volunteers, donors, partners and other stakeholders of ETHF. A summary page of the report will be used on the ETHF website.

Scope of Work

The Scope of Work includes:

 1) Development of methodology

2) Desk-based document review

3) Data collection and analysis

4) Interviews with ETHF patients (penicillin and surgery), volunteers, staff, partners (including practitioners who have been provided with training or scholarships), and stakeholders. Interviews can be conducted by by skype or some other electronic platform, or in-country.

5) Identification and development of 2-3 case studies (may include patients or practitioners who have undertaken scholarships or training)

6) Report writing (Final Report to be provided in Microsoft Word with charts and tables in Excel)
