Expressions of Interests (EOI) are invited from organisations wishing to be shortlisted to tender for Lead Design Consultancy Services for the proposed Port Rail Transformation Project (PRTP). PoM is considering using a two stage ECI managing contractor procurement model for the delivery of the works and seeking to engage a Lead Design Consultant for the design of the PRTP works in collaboration with a Managing Contractor (to be appointed by PoM pursuant to a separate EOI process).

Under the ECI Managing Contractor procurement model selected for this project, the Lead Design Consultant will be expected to:

1. Participate in early contractor involvement (ECI) during the Planning Phase to develop the design from schematic, to detailed design for a fixed professional service fee.
2. Collaborate with the Managing Contractor to develop the reference design to enable the finalisation of a Guaranteed Maximum Price (GMP).
3. Accept novation to the Managing Contractor for the completion of the design, should PoM wish to exercise its right under the contract to novate design works to the Managing Contractor.
4. Provide Design and Technical Assurance services as a client’s agent through the lifecycle of the project.

Note that this is a brief overview of the proposed project and the scope of work. PoM shall provide further details in the subsequent Request for Tender (RFT) documents provided to organisations that will be invited to submit tenders as a result of this EOI process.
