Expressions of Interest (EOI) are invited from organisations wishing to be shortlisted to tender for the proposed Port Rail Transformation Project (PRTP). PoM is considering using a managing contractor procurement model for the delivery of PRTP works.

The proposed form of managing contractor contract shall be provided to shortlisted tenderers as part of the subsequent Request for Tender (RFT) process.

Under the managing contractor procurement model, the Managing Contractor is expected to:

1. Deliver early works packages;
2. Participate in ‘early contractor involvement’ (ECI) during the Planning phase for a fixed professionalservices fee;

• Identify, scope and undertake early works as required during Planning Phase;
• Provide open book pricing and either a Guaranteed Maximum Price (GMP) or fixed lump sum (at PoM’s discretion) for the detailed design and construction phases (Delivery Phase);
• Lead the performance of detailed design services; and
• Design and construct the Works;

        3. May be required to accept a novation of PoM’s Lead Design consultant (to be determined at PoM’s discretion following EOI                          process); and

        4. May ‘self-perform’ any aspect of the contracted works.

Note that this is a brief overview of the proposed project and the scope of work. PoM shall provide further details in the RFT documents provided to organisations that will be invited to submit tenders as a result of this EOI process
