Tender Description
The Government Employees Superannuation Board (GESB) is a Western Australian (WA) Government Statutory Authority and administers the superannuation and retirement savings of current and former WA public sector workers.
GESB’s purpose is to look after our members’ superannuation with excellence. GESB’s governing legislation, the State Superannuation Act 2000 requires GESB to act, as far as is practicable, in the best interests of members while performing its functions.
GESB’s $30 billion portfolio is predominantly managed by external investment managers. Each manager is required to invest the assets it manages in accordance with the Treasurer’s Prudential Guidelines for Investments and their mandate guidelines. Some term deposits are managed directly by GESB.
Asset consultant
GESB is seeking to appoint an asset consultant(s) to provide advice on matters such as investment governance, asset allocation, investment strategy, portfolio construction and investment manager selection
Proposed approach
There will be three discrete categories to the Asset Consulting Services contract, as follows:
Category 1 - Investment Governance and Strategy;
Category 2 - Asset Class Construction (Long-Term Growth Assets) - covering Australian equities, International equities, Private equity, Property and Infrastructure; and
Category 3 - Asset Class Construction (Debt and Alternatives) - covering cash, bonds, defensive alternatives and medium risk alternatives.
Respondents can tender for one, two or three categories of the contract.
