The North East Link Project (NELP) (Organisation) is responsible for completing the missing link in Melbourne’s freeway network, connecting the M80 with an upgraded Eastern Freeway and connecting for up to 135,000 vehicles a day, linking key growth areas in the north and south-east.

The North East Link Project (NELP or Project) is seeking to engage Service Providers to provide a range of Strategic Technical Advisory Services (STAS) technical expertise and assurance to NELP in the development and delivery of the Project.

The project has engaged Strategic Technical Advisory Services to date. These have provided valuable services to the project development. Due to the increased and varied requirements of the project and some specialist’s categories that have been identified, the organisation seeks to gain a more detailed understanding of the market and range of solutions that may be available. Hence, this EOI process is the first stage of a two-stage procurement process to identify suitable providers for the range of services required. It is noted that this EOI is an open market process.

The key objective of the procurement is to ensure that a high level of specialist STAS services are provided to underpin the quality of the technical activities and outcomes for the project.

NELP has identified both general and specialist categories to cover the range of STAS services that may be required. Many of these services are being delivered by the incumbent and they will be invited to respond to the EOI.

The scope and contract term for the engagement under the categories identified is proposed to cover the project wider requirements to the end of the project. The term may vary by category, the stage of the project and the nature of the services required.

The STAS advisor reviews, tests and validates assumptions and outputs produced throughout each stage of the project. The provider’s expertise is required with strong technical solution and delivery focus based on key resources with solid experience in the Victorian infrastructure projects bringing considerable knowledge of all major phases of similar projects. Specialist categories in Digital Engineering, Traffic Systems Engineering and Traffic Analysis and Micro-simluation.

The outcome of the EOI is to identify suitable providers for the four categories nominated, for invitation to the RFT stage. If successful in the RFT stage for a category.
