The Parwan-Balliang Irrigation District (PBID) scheme will supply recycled water to several properties in the Parwan and Balliang areas south of Bacchus Marsh, Victoria. Recycled water from three Recycled Water Plants (Bacchus Marsh, Melton and Sunbury) will be supplied to customers' outlets through a transfer main (the PBID pipeline) to be constructed in both road reserves and private property. Customers will be responsible for all on-farm infrastructure connecting to the outlets on the PBID pipeline.

Western Water is intending to release a Request for Tender (RFT) in late March 2021 for construction of the Parwan-Balliang Irrigation District (PBID) pipeline.

The work involves:

• Installation and commissioning of approximately 14km of 600mm and 675mm diameter RRJ GRP pipe, 450mm diameter PE pipe, and associated fixtures;
• Installation of trenchless crossing of several creeks and roads;
• Supply of various pipes and fittings, noting that the Principal will supply the GRP pipe;
• Installation of customer irrigation offtake assemblies including meters and associated equipment;
• Interaction with various landowners for construction within easements on private property.

The Principal will supply the 600mm and 675mm GRP pipes, and the contractor will supply and install all other pipe and fittings as required by the specification, including all pipe required for trenchless sections.

All pipes and fittings installed must be in accordance with Western Water’s approved pipe products as set out in the MRWA web portal.

All work under the contract will be required to be completed no later than June 2022 and an earlier finish will be requested.

Information on industry briefing/site visit will be provided in the RFT documentation, and questions during the tender period (until end of Period for questions) are to be directed via the Buying for Victoria website.

The contract will be delivered under AS2124 and the current program indicates the following key dates **.

RFT Released: 1st April 2021

Tender Briefing: Wednesday 14th April, 10:00am.

Tender Closing Time: early June 2021

Execution of Contract: end August 2021

Works operational: May 2022

Final evaluation criteria will be provided in the RFT documentation, noting that Tenderers will be required to provide/demonstrate:

• capability to comply with the technical requirements of the brief;
• previous successful experience on similar projects;
• capability to meet their proposed completion timeframe;
• experience and planned approach to managing interactions with landowners, including installation of irrigation offtake assemblies;
• capability to comply with various federal requirements including as described below; and
• other information as requested in the RFT process.
