Tender Description

Invitees are requested to tender to provide governance professional development and advisory services to the Australian Health Practitioner Regulation Agency (Ahpra) and the National Boards.

Governance professional development for National Board members is a key element in optimising board performance and enhancing the effectiveness of individual members, the board as a whole and the quality of engagement with partners across the Scheme.

Board evaluations and reviews are further enablers of Board effectiveness. They assist members in developing a shared understanding of both their individual roles and responsibilities and those of the Board, set expectations around Board performance and scope the potential for improvement.

In issuing this RFP, Ahpra seeks to identify potential service providers and training partners who:

  • have a detailed effective and efficient approach to understanding the unique governance environment of the National Scheme and delivering professional development, board review and other governance services which are aligned to those specific needs
  • can demonstrate a commitment and ability to work in collaboration with Ahpra and the National Boards over the term of any agreed contract to continuously seek improvements in service provision and update materials to reflect ongoing legislative changes and maturation of the National Scheme
  • have established professional practices with experienced staff with governance and training delivery capabilities
  • have a track record of successfully delivering governance professional development, board effectiveness reviews and advisory services, preferably within a regulatory context and,
  • have a track record of delivering in virtual environments throughout Australia

About Ahpra
The Australian Health Practitioner Regulation Agency (Ahpra) is the national organisation responsible for implementing the National Registration and Accreditation Scheme (the National Scheme) across Australia.

Ahpra works in partnership with national health practitioner boards (National Boards) to ensure that the community has access to a safe health workforce across the 16 professions currently registered under the National Scheme. Every decision Ahpra and National Boards make is guided by the Health Practitioner Regulation National Law as in force in each state and territory (the National Law).

Ahpra has an office in each state and territory responsible for most operational matters and a national office in Melbourne. Ahpra reports to a Ministerial Council. Ahpra supports the operations of the National Boards for each profession covered by the scheme, and the state and territory boards and committees established by the National Boards.

The services provided by Ahpra to the National Boards employ best practice approaches to regulation and cover registration functions, the management of a national public register of health practitioners, the handling of notifications on behalf of the Boards and, subject to decisions by states and territories, responsibility to the National Boards for the highest standards of professional investigations and disciplinary prosecutions.

The structure of the Request for Proposal (RFP)
This RFP comprises the following documents:

Part A – The Request for Proposal (RFP)

  • A.1 – About this RFP provides establishment details about the procurement opportunity,
  • A.2 – Specifications provides the technical requirements for the goods and/or services in respect of which the organisation invites offers,

Part B – Conditions of participation sets out the conditions applying to the RFP and the RFP process,

Part C – Proposed contract sets out the proposed terms and conditions that will apply to the provision of the goods and/or services as set out in Part A.2 – Specifications, and

The Online Form (including Part D - the Offer) specifies the information to be provided in the offer and specifies any information to be provided by an invitee. This part is in an online form format for completion. Applicants must provide a response to all questions in the application.
