Forward Notice

NOTE: This Forward Notice is released to the open market as per Ministerial Directions requirements.

City West Water Pty Ltd is intending to release in May 2021 an Expression of Interest for the design and construction Distribution Water Main Renewals along Victoria St South and Victoria St North, Melbourne CBD and Pascoe Vale Rd, Moonee Ponds.

The EOI will form the first part of a two-stage procurement process from which CWW will shortlist suitable service providers for the purpose of inviting tender for the Water Main Renewals Projects.

The scope for this estimate is split into 2 separable portions as follows:

Separable portion 1:

Victoria Street North and Howard Street

• 1.8km of 450mm diameter water main along Victoria St
• 220m of 355mm diameter water main along Rathdowne Street
• 190m of 355mm diameter water main along Howard Street
• construction of new 100mm diameter reticulation main along Howard Street

Victoria Street South

• 1.4km of 660mm diameter water main
• 55m of 400mm diameter water main

Separable portion 2:

Pascoe Vale Road

• 1.6km of 450mm diameter water main along Alexandra Avenue, McPherson Street and Albion Street
• 1.1km of 280mm diameter water main along Pascoe Vale Road
• decommission by grout fill 1200 m DN375 main, 1000 m DN300 main and 1000 m DN100 main on Pascoe Vale Road

The following key scope items are applicable for all 3 Water Main Renewals above:

• Desktop and Field investigations
• Approach to innovation and technology through design and construction processes which may deliver commercial or technical benefits to CWW
• Option analysis for construction methodologies and delivery strategies as per design
• Design Services (design for construction), the scope will be derived based on the following documentation:

1. Victoria Street South & North Design Drawings
2. Pascoe Vale Road Design Drawings (pending Decision by CWW).

• Statutory planning and stakeholder approvals
• Traffic management
• Construction of the water main renewals

It is anticipated that following the EOI, shortlisted service providers will be notified in July 21 and invited to tender for the projects or a package or works.

The Local Jobs First Policy and Victorian Social Procurement Framework are Victorian Government policies that will be applied to this tender.
