This Tender is invited by the Issuer.
This RFQ will be used to select one provider to conduct a needs analysis for the proposed development of a ‘Sport Integrity Management System’ for multiple Sports Organisations to implement.
The Australian Government established Sport Integrity Australia to cohesively draw together and develop existing sport integrity capabilities, knowledge and expertise and to coordinate all elements of a sport integrity threat response nationally including prevention, monitoring and detection, investigation and enforcement. Sport Integrity Australia provides a single point of contact for athletes, sporting organisations, law enforcement bodies and other stakeholders for matters relating to sports integrity. Sport Integrity Australia is also committed to providing direct assistance to Sports Organisations in Australia that lack capacity to deal with integrity issues.
A key function in dealing with integrity threats to sport is the implementation of robust governance and oversight frameworks and processes in relation to a number of integrity policy areas, including;
o Child safeguarding
o Member protection
o Complaints handling
o Competition manipulation and sports wagering (match-fixing)
o Illicit drugs
o Sports science and sports medicine
o Anti-Doping
Efforts of Sports Organisations to deal with governance and oversight issues are often constrained by the lack of resources and supporting systems. Sport Integrity Australia has identified that supporting the development of an online sport integrity management system may be of significant value for Sports Organisations to enhance their governance and oversight capability.
It is proposed that an online sport integrity management system for use by Sports Organisations and their participants (which includes support staff, athletes, contractors, administrators, and event staff) may be a solution to assist Sports Organisations with governance and oversight functions. Conceptually, the system could benefit Sports Organisations by streamlining and strengthening governance and oversight functions by:
- Capturing accurate and up-to-date information about participants through an easy-to-use online process
- Ensuring policy acceptance and reporting compliance of participants
- Facilitating due diligence processes in relation to participant identity, history, declarations, and qualifications
- Facilitating the delivery of education and communications products to support compliance activity
- Facilitating the management of accreditation of participants at events
- Reducing the administrative burden of users and administrators, for example, the system would, ideally, connect to existing membership, athlete management, and other databases to utilise already collected data
- Reducing the administrative burden of Sports Organisations to comply with Sport Integrity Australia compliance obligations.
Project deliverables
The successful contractor will be required to deliver a final report that includes the following:
- An assessment of a sample of Sports Organisation’s current capability to ensure relevant participants are bound by integrity policies, and their ability to maintain oversight of participants, including their ability to undertake due diligence processes (considering existing processes and systems that capture relevant information)
- A needs analysis for the development and implementation of an integrity management system to assist with sporting organisation’s governance and oversight functions of those relevant participants, considering existing systems that are used to capture similar information.
- If the needs analysis found that such a system is required, an analysis of the costs of the design, implementation, and ongoing support of an integrity management system based on a market assessment of available and custom-built solutions.
Key stakeholders for the project include, but are not limited to:
• Sporting Organisations and affiliate members
• Sport membership database providers
• Sport Australia (Governance and SportAus Connect teams)
• Sport Integrity Australia (Engagement, Operations, and Strategy and International Engagement teams)
Sport Integrity Australia will assist to identify and engage key stakeholders to participate in the needs analysis.
