Tender Description

DT Global is currently seek a provider to work with us on the IRAMS-DC Activity (KIAT funded activity) to deliver upon Road Safety Modelling and Tools detailed further below. Work is to commence mid-June 2021 and be completed by 30 November 2021.

Indonesia is a unique, cultured country with an equally unique transportation network. Unfortunately, due to a number of factors such as a high proportion of 2-wheel vehicles, limited safety legislation, insufficient safety infrastructure and a poor safety culture, the country has a serious road safety problem to overcome.


The number of fatalities occurring on Indonesian roads is staggering, with the world health organisation estimating a death toll of 31,726 or 12.2 deaths per 100,000 people (WHO https://extranet.who.int/roadsafety/death-on-the- roads/#deaths).
DT Global is currently seek a provider to work with us on the IRAMS-DC Activity (KIAT funded activity) to deliver upon Road Safety Modelling and Tools detailed further below. Work is to commence mid-June 2021 and be completed by 30 November 2021.

Terms of Reference
In line with the recommendations detailed in the RFP, the Contractor will undertake the following tasks to further develop and enhance the AgileAssets Safety Analyst Module for short-term and long-term plan:

Short term plan
a. Review the current Road Safety Key Performance Indicator (KPI) stipulated in DGH RENSTRA (strategic plan) and if necessary, propose a refined KPI better suited to DGH needs and strategic objectives.
b. In collaboration with the Team Leader/Integrated Road Management Systems Specialist and other IRAMS-DC Systems Analysts, operationalise the Safety Analyst Module in AgileAssets system for DGH to prepare reactive forward work program for improving already identified blackspots.
c. Provide assistance to develop, update, assess and prioritise Treatments for already identified blackspots with indicative costings.
Long term plan
d. Development of Predictive Crash (or Safety Science) Tools for Indonesia: the ‘safety science’ approach is a state-of-the-art, proactive crash investigation that will enable DGH to target underlying crash risk across the strategic Indonesian road network through developing safety performance functions (SPFs) and enhanced crash modifying factors (CMFs).
e. Adapt AgileAssets Safety Analyst Module with Safety Science tools and apply to the network: a fully functional safety module requires the proactive aspects of the ‘safety science’ approach to be an integral component of the safety module.
f. Prepare guidelines and deliver training and mentoring in road safety in 1) road safety fundamentals; 2) blackspot analysis; and 3) safety science approach. There may also be a requirement for further training on use of the iRAP data and analysis tools.
g. Development of additional/enhanced CMFs used in Blackspots Analysis/Safety Science Approach: This will be done through extending the CMFs (i.e. crash modifying factors - which are similar to crash reduction factors) currently available within the Safety Module to cover all standard safety (and non-safety) treatments to be applied at blackspots, high-risk routes and intersections; and to improve the CMFs to better reflect the effectiveness (crash reduction potential) of those safety measures under Indonesian conditions.
h. Enhance/modify the SAM tools and apply it to urban towns, cities and other urban areas to assist DGH determine which parts of the network are highest priority for pedestrian facility provision and upgrade.
