The foundation and primary direction setting document for the restoration and protection of the Waikato River is to be reviewed. Te Ture Whaimana o Te Awa o Waikato (Vision & Strategy) was developed more than ten years ago following a Treaty Settlement process between Waikato-Tainui and the Crown to ensure the health and wellbeing of the Waikato River.
The Waikato River Authority is responsible for the guardianship of Te Ture Whaimana, making sure it is relevant, effective and that its position as the primary direction setting document for the catchment is reinforced.
For the past ten years the Waikato River Authority has advocated on behalf of Te Ture Whaimana both with submissions on policy and legislation and working with hundreds of groups funding $50 million of restoration projects.
The Waikato River Authority is required to periodically review Te Ture Whaimana, and having decided to proceed with the review, it is committed to a strong co-designed review process with River Iwi and the Crown.
The Waikato River Authority is seeking a partner contractor to carry out the Te Ture Whaimana review and is inviting Expressions of Interest for this contract.

The skill set we require includes:
• Ability to include and understand Maatauranga aa Iwi, tikanga, co-governance framework, Settlement and Treaty Principles within the review process;
• Social, economic, environmental and statutory planning assessments arising from proposed amendments to the Vision & Strategy;
• Sector knowledge across industry within the Waikato River catchment, particularly agriculture and power generation;
• Workshop facilitation;
• Media/Public/Stakeholder communication; and
• Policy drafting.
The process for completing the review is expected to take approximately two years. The successful contractor will be responsible for developing the critical milestones that will meet this time frame.
