About the Project
The Victorian Government has committed $605 million to the FHR Project to redevelop and expand the Frankston Hospital as part of a broader plan to transform and revitalise healthcare services across the Peninsula Health hospital network.
The Project will deliver a critical uplift in the capacity of public health services in Melbourne’s southeast region, where demand for services is expected to increase significantly in the next 20 years and beyond.
The Project scope includes:
Design and construction of a new multi-level inpatient tower with capacity for 120 beds and new operating theatres at the Frankston Hospital site at 2 Hastings Road, Frankston
Refurbishment and decommissioning of existing buildings and assets at Frankston Hospital
Provision of facility maintenance services to Frankston Hospital and other Peninsula Health sites, including building and asset management, utilities, waste, pest control, security, cleaning services and grounds and gardens maintenance.
Key objectives of the Project include:
Increase inpatient capacity and functional spaces
Improve the Frankston Hospital’s main entrance and wayfinding for patients and visitors
Consolidate and enhance inpatient services and providing dedicated spaces for Mental Health and Oncology Services
Expand Women’s and Children’s Services.
The new facility will provide expanded quality healthcare services across the greater Frankston and Mornington Peninsula area while continuing to deliver current services during the development phase. The project will provide access to a broader range of quality healthcare services, increased employment opportunities across the Mornington Peninsula Shire region, and ongoing opportunities for local service providers and suppliers.
The FHR Project will be delivered by the Victorian Health and Human Services Building Authority (VHHSBA) in partnership with Peninsula Health, and will be procured as a Public Private Partnership (PPP) delivered under the Partnerships Victoria Framework.
A bigger, better hospital.
Frankston Hospital will remain an elective and emergency tertiary hospital and will become increasingly expert in the provision of treatment for chronic disease, care for the elderly and mental health and drug and alcohol treatment, underpinned by teaching and research capacity in these areas. The redevelopment will bring together healthcare services from existing Peninsula Health hospital campuses to provide seamless care to patients and expand service capability.
The FHR Project will deliver:
- A new multi-level clinical services tower and main entrance
- Capacity for 120 additional beds
- Consolidation of medical and surgical wards into a single multi-disciplinary zone
- Dedicated and enhanced Mental Health Services
- Additional operating theatres and upgraded short-stay emergency department beds
- Expanded Women’s and Children’s Services, including new maternity, obstetrics and paediatric wards, Women’s Clinic and Special Care Nursery
- Improved oncology services

Design, construction and operation
Construction of the Frankston Hospital Redevelopment (FHR) is expected to commence in 2022, with the official opening of the redeveloped hospital scheduled for 2025.The FHR Project will be delivered as a Public Private Partnership (PPP), which involves engaging a private consortium to design, construct, finance and maintain the newly redeveloped hospital.&l
