Tender Description

Out-of-School-Hours Learning Support Programs (OSHLSPs)–more commonly known as homework clubs- provide free learning support and tutoring to students in primary and secondary school. They operate both within schools and community settings and offer an important service to families who could not otherwise afford private tuition or fee-paying academic support services. While all programs have an overall focus on improving academic outcomes and/or engagement in learning, many programs also have a strong emphasis on building social connection and emotional wellbeing. OSHLSP models may also respond to specific needs or include family engagement activities, for example a family reading club. Each week in Victoria, there are approximately 6500 students attending OSHLSPs, with around 2000 volunteers providing tutoring and program support. There are now over 350 programs in operation across Victoria.

The Centre for Multicultural Youth (CMY) delivers a number of capability building programs, including programs for education providers to increase skills and confidence to support young people from refugee and migrant backgrounds. The Learning Beyond the Bell (LBB) program, funded by the Victorian Department of Education & Training, undertakes this capability building with the OSHSLP sector. The program provides a coordinated approach to out-of-school-hours learning, through targeted support, advice, training and resources for program staff and volunteers. The aim is to promote best practice and growth across the sector.

At this critical time for Victorian school students in the context of the COVID-19 pandemic, combined with increased demand seen in the OSHLSP sector, CMY is seeking a consultant to conduct an impact evaluation to better understand the impact and value of OSHLSPs in the community. It would also provide a basis for future growth, improvement, stability and investment in the sector.
