The key objectives in engaging a Service Provider for the CES are to:

- Secure a specialist Service Provider to deliver the CES for NELP in a collaborative manner, utilising their existing construction knowledge and experience during the required phases of planning, design, procurement, construction and field operations with demonstrated experience on projects similar in scope to the NELP;

- Ensure a robust and high quality methodology and approach is applied in the provision of the CES;

- Ensure the CES are provided within the timeframes nominated by NELP project controls, to ensure NELP meets its required program milestones and outputs for project delivery;

- Ensure the NELP project receives high quality advice that identifies risks and options in resolving project issues that may arise;

- Secure the CES from August 2021 for the life of the Project, currently estimated to complete in 2027;

- Support the development of the NELP Project Controls team and cost engineering resources, through training and knowledge sharing initiatives along with knowledge transfer within NELP and upskilling to ensure adequate resources are in place for the duration and balance of the Project; and

- Achieve value for money for NELP in the provision of the CES.
