Tender Description
The Pacific Community has received financing in the amount of USD 4.5 million equivalent from the World Bank toward the cost of the Statistical Innovation and Capacity Building in the Pacific Islands Project, and it intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include those of a Microdata Dissemination Advisor for approximately 45 working days over the period of July to December 2021. The Consultant will be home-based and the required services relate to census and survey microdata anonymization methodologies and policy to improve microdata dissemination and use in the Pacific region.
The assignment requires stakeholder consultation, methodology and literature review, and the preparation of a report. The report is to be policy oriented and it will therefore discuss opportunities and cost of microdata sharing and use, the current situation in the Pacific, current
practices in terms of microdata sharing, and policy implication for the Pacific region. The report is to be accompanied by a policy brief.
The overall objective of the assignment is to provide information to the Pacific Statistics Methods Board (PSMB) and other Pacific statistics decision makers to guide decision making in relation to dissemination and use of microdata. The detailed Terms of Reference (TOR) for the

The Pacific Community now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall
be considered in the selection process.
Scope of work and description of tasks
Stakeholders are defined as members of PSMB as well as SDD Staff and other project Consultants. As the need arises, other stakeholders, such as Government Statisticians and technical partners, such as the World Bank, will be engaged.
The assignment is to be general in nature across data that are sourced from household and
population-based surveys, including HIES, MICS, DHS, Agriculture, Labour, Disability and STEPS, and relating to some aspects of census anonymisation. The Project is specifically interested in access to data used in the measurement of welfare, so poverty and HIES are to be used to prioritise what is relevant and what is not.
The Scope of the assignment includes:
i. Consultations, and literature and methodological reviews.
ii. The drafting of report 1 and the policy brief for consultation with PSMB and other
stakeholders.
iii. Preparing a ‘publication ready’ final draft of report 1 and the policy brief.
