The Republic of Kiribati has received financing from the Asian Development Bank (ADB) toward the cost of the project Two Bore Fields and Two Desalination Plants in South Tarawa Kiribati. This is a component of the South Tarawa Water Supply Project (STWSP) which is jointly financed by the Asian Development Bank (ADB), the Green Climate Fund and the World Bank.

The Ministry of Finance and Economic Development ("the Employer") invites sealed Bids from eligible Bidders for the design, execution, completion and operation of two bore fields and two desalination plants located on South Tarawa in the Republic of Kiribati.

Open competitive bidding (international) will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all Bidders.

The key qualification requirements for Bidders (Single Entities) are as follows:
(i) Minimum average annual turnover: US$20 million
(ii) Minimum financial resources: US$2.0 million
(iii) Contracts of a Similar Size and Nature: participation in at least one contract that has been successfully or substantially completed within the last five (5) years and the scope of the works involved construction of desalination plant(s) where the value of the Bidder's participation exceeds US$10 million.
(iv) Experience in Key Activities:
(a) Design and construction of a desalination plant of capacity greater than 4MLD using either containers or skids as applicable under a single contract.
(b) At least 12 months operations and maintenance of a desalination plant of capacity greater than 4MLD using either containers or skids as applicable under a single contract.
(c) Design and construction of a bore field of capacity greater than 3 MLD (by the Bidder or Specialist Subcontractors)

All qualification requirements (including those for Joint Ventures) are listed in the Bidding Documents.
The Works comprise the following:
1. Design, construction, operations and maintenance of two bore fields;
2. Design, construction, operations and maintenance of two desalination plants;
3. Design review, construction, operations and maintenance of the desalination plant connections to the South Tarawa Water Supply System;
4. Design review and construction of South Tarawa Water Transmission Pipeline isolation valves and pressure monitors;
5. Design (McKenzie), design review (Betio), construction, operations and maintenance of the desalination plants outfalls;
6. Design and construction of connections of the desalination plants to: (a) the South Tarawa Electricity Transmission Line; and (b) to the South Tarawa Communications Fibre Optic Cable; and
7. Design, construction, operations and maintenance of a visitor centre.
