The Tender is for the supply of evaluation services for an ongoing evaluation of all aspects of the National Disability Services Scheme (NDSS) over a three year period from 1 July 2021 to 1 July 2024.

The evaluation will include
i. National scheme level and a service program level reporting as per the reporting requirements detailed in the RFT Section 8. Reporting

Requirements
ii. Developing evaluation methods approaches and mechanisms for specific NDSS services and programs including identifying key data capture and metrics to support national evaluation
iii. Ensuring consistency and alignment between the evaluation NDSS services and programs
iv. Identifying improvements to strengthen evaluation procedures at a national scheme level and a service program level

The key aims of the evaluation are to
i. Assess the 2021 to 2024 NDSS model and its implementation to inform ongoing practice development.
ii. Assess the effectiveness of the 2021 to 2024 NDSS in improving intended outcomes for people with diabetes and other key NDSS stakeholders
iii. Assess the economic benefits of the 2021 to 2024 NDSS

These aims are to be addressed across the three areas of the Evaluation Framework namely: (i) process evaluation, (ii) outcome evaluation, and (iii) economic evaluation
