1. The Solomon Islands has received financing from the World Bank toward the cost of the Electricity Access and Renewable Energy Expansion Project, and intends to apply part of the proceeds toward payments under the Contract for Supply and installation for a Solar Plant (Roof Top). "For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit."

2. The Solomon Islands Electricity Authority (Solomon Power) now invites sealed Bids from eligible Bidders for Solomon Power Ranadi Headquarters: Rooftop Solar PV Installation. The Employer wants to implement solar photovoltaic renewable generation systems at the site. The Employer seeks to engage a Contractor on turnkey basis to:
i) Progress the concept design to a detailed design for construction
ii) Procure Plant
iii) Construct and install the generating system
iv) Installation Services including but not limited to:
a. Construct, test and commission, complete Functional Guarantees delivering Operational Acceptance of the Facilities;
b. Training of Employer personnel;
c. All necessary Plant documentation; and
d. Provide O&M support for 12-months following Operational Acceptance of the Facilities in addition to warranties during the Defect Liability Period of 24 months

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" July 2016, Revised November 2017 and August 2018 ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Solomon Power, General Manager Capital Works of CW.Procurement@solomonpower.com.sb or Jeremy.Maneipuri@solomonpower.com.sb and inspect the bidding document during office hours 0900 to 1600 hours at the address given below.

5. The bidding document in English language may be obtained by interested eligible Bidders upon the submission of a written application to the address below by providing a link to the Drop Box from where the bidding documents can be loaded. The Invitation for Bids (IFB) is available at the website of Solomon Power and Pacific Power Association

6. Bids must be delivered to the address below on or before 10.00am (Honiara Time) on 11th November 2021. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below at 10.15am (Honiara Time) on 11th November 2021.

7. A Pre-Bid meeting will take place on August 20th, 2021 at 10am at the Solomon Power, Ranadi offices, 1st Floor, Board Room, Honiara AND by Zoom. For remote participation, please indicate your interest for connection purposes by contacting CW.Procurement@solomonpower.com.sb by August 18th, 2021 at the latest. Last minute requests for participation may not be accommodated.

8. A site visit conducted by the Employer shall be organized for Bidders having local subcontractors. Bidders shall bear all cost for site visit.

9. All Bids must be accompanied by a Bid-Securing Declaration.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
