Tender Description

 1. PURPOSE AND INTRODUCTION

 
Kentish Council seeks to appoint a suitably qualified and experienced artist and/or graphic designer to facilitate a community workshop to develop a concept proposal for public artwork to be installed on Main Street precinct between Henry Street and Claude
Road, Sheffield.
The following conceptual themes have been identified for inclusion in the concept design:
 
1. Art installation/s, and/or
 
2. First Nations interpretative signage
 
The concept proposal must meet the assessment criteria outlined in this brief and satisfy the requirements of the Kentish Public Arts Policy.
 
2. SCOPE OF WORKS
 
The objective of the Workshop is to develop a community-driven concept proposal thatwill enhance and revitalise tourism in the Main Street precinct. Main Street itself presents as a wide expanse of bitumen lined with power poles and overhead wires which is somewhat disguised by the recent streetscape works. Despite its external appearance, there is a range of historic buildings and tourist attractions such as the Honey Factory, Kentish Museum, and Seashells at Sheffield.
 
The expected outcomes of the Workshop are:
• The concept proposal/s draw attention to an area of visual interest and engagement in the Main Street precinct
• The development of no more than three concept proposals that satisfy the assessment criteria and can be presented to Kentish Council for consideration: and/or
• The development of a concept interpretive signboard that speaks to the indigenous history of the area 
 
The facilitator is expected to provide the following services:
• Deliver a one-day workshop on a date and time to be determined
• To work with the community to develop concept proposals that provide opportunities for visitors and residents to better understand the historical and cultural significance of Sheffield
• To work with local First Nations community members on the development of an interpretive signboard that speaks to the indigenous history of Mt Roland, Sheffield, and Claude Road
• To assist the community to develop no more than three concept proposals that can be presented to Kentish Council for consideration
• To work with the community to ensure the concept proposals satisfy the assessment criteria and are suitable to the location
• To work with the community to develop concept proposal/s that are supported by the majority of attendees
• To present the project deliverables at a Kentish Council Forum on the outcomes of the Workshop
 
The Main Street / Claude Road junction has been identified as a major entrance where travellers from Cradle Mountain and Railton turn “left” or away from Sheffield. Innovative ideas that would enhance the precinct between Henry Street and Claude Road, while meeting the overall requirements of the assessment criteria, may be considered.
 
3. ASSESSMENT CRITERIA
 
Key requirements to be developed by the Workshop are as follows:
 
• Be innovative with original work
• Add life, texture, and historical interest to the site as a major entrance into Sheffield
• Reflect the Sheffield and Kentish brand, fitting with the vibrant character of the town, and be suitable for all age groups
• Includes information or images on the history, nomenclature, iconic imagery, and culture of the First Nations Community in the Kentish region with relevance to Sheffield, Mount Roland, Claude Road, and surrounds.
• Be mindful of existing services such as electricity and landscaping as well as road user safety
• Comply with all relevant Australian Standards, Building Codes and Regulations
• Shall be relevant to its site and of an appropriate scale to its context
• Shall take into consideration how the artwork will interact with the surrounds including road reserve, new pavement, new seating, new landscaping, and private residences or businesses
• Shall not have reflective components that may distract the vision of motorist from any direction
• Be static with no moving parts
• Incorporate risk management principals
• Proposed mediums should be durable for the environment
• Shall take into consideration ongoing maintenance requirements, costs, and vandalism
• Complies with the Kentish Council Public Arts Policy Kentish Council shall approve the final concept proposal and design. The decision
Kentish Council is final, and no correspondence will be entered into.
 
4. QUALIFICATIONS
 
Artists/artistic teams are invited to respond to the project brief and should provide the following:
• A short-written response to the project brief and indicative costings
• Current Resume (in the case of collaboration there must be a resume for each of the lead team members)
 
The successful applicant will take appropriate actions to ensure fulfilment of any legal obligations including, but not limited to, public and professional liability insurance.
