REROC is a voluntary association of eight local government bodies located in the eastern Riverina region of NSW. REROC’s member councils are: Bland, Coolamon, Cootamundra- Gundagai, Greater Hume, Junee, Lockhart, Temora and Goldenfields Water County Council.
This Resourcing Sharing Project for the Bulk Delivery and Supply of Liquid Alum is the result of assessments made by the Participating Councils regarding the quantity and the possible advantages that can be gained through a joint purchasing arrangement.
This tender is being conducted by REROC with the aim of improving the level of efficiency and effectiveness of service delivery in each of the Participating Councils. By working together through effective resource sharing activities the Participating Councils aim to:
- Lower costs
- Improve efficiency
- Improve the quality of service delivery
- Provide greater opportunities for business and industry
This Resource Sharing Project for the Bulk Supply and Delivery of Liquid Alum is the result of assessments made by the four (4) Participating Councils that operate water supply and wastewater treatment enterprises within the region regarding the value of a regional approach to the supply of the product. The councils participating IN the tender are: Goldenfields Water County Council, Riverina Water County Council, Cootamundra- Gundagai Regional Council and Hay Shire Council. (“Participating Councils”).
It is REROC’s intention to recommend a supplier of Liquid Alum for the Participating Councils. The lowest, or any particular quotation may not be accepted and not all Participating Councils may choose to enter into a final contract with the recommended supplier.
The Project calls for the Bulk Supply and Delivery of Liquid Alum to each of the Participating Councils at their nominated depot. Participating Councils have also requested pricing for an on-demand supply option. Centralised storage of the product is not an option within the contract. Total estimated purchases by the Participating Councils are contained in Appendix A. REROC and the Participating Councils make no commitment and provide no undertaking to purchase the exact quantities of product listed in Appendix A.
Suppliers are to provide two quotations:
- A fixed price service for one year
- A “rise and fall” priced service for a period of 2 years
Suppliers are also asked to consider the implementation of a rebate scheme, whereby REROC as the facilitating organisation for the contract receive a quarterly per litre rebate based on the amount of litres of product ordered by the Participating Councils. The rebate is to be paid directly to REROC based on the purchase quantities made by the Participating Councils.
The costs of transporting product to each Participating Council’s depot must be included in the quoted price.
Suppliers will need to understand the roles to be played by the various parties:
- REROC is the body facilitating and co-ordinating the joint purchasing approach. REROC is providing the project management for the tender.
- REROC together with the Participating Councils will assess the tenders and make a single recommendation based on the established evaluation criteria and the assessed best result for the Region.
- Individual Participating Councils will then consider the recommendation of REROC prior to final approval. Following final approval each Participating Council will then enter into an individual contract with the supplier in accordance with the specification detail.
- Successful Tenderer (“the supplier”) will then supply the Bulk Liquid Alum to each Participating Council in accordance with the contract details.
NOTE: These documents compromise the conditions and specifications under which the Project is to be carried out.
