Tender Description
This project is delivered on behalf of Council and the Victorian Government Department of Transport (DOT) and will include a significant increase in car parking spaces to support the existing businesses within the Evans Street precinct and provides facilities that encourage increased commuter use of public transport within this area of the municipality.
The proposed infrastructure will support Sunbury’s evolution as a place for business attraction and investment and will accommodate a greater number of users in the precinct – particularly from surrounding areas of the municipality with insufficient public transport services.
In summary, the proposal includes:
- The construction of a four-storey building containing 693 car parking spaces, comprised of:
- 428 commuter spaces; and
- 265 short-term activity centre spaces.
- Internally within the multi-level car park, pedestrian access is facilitated via two dedicated lift and stairwell cores located on the northern and eastern sides of the structure.
- Reconfiguration and relocation of access to the southern at-grade car park and proposed multi-level car park (from Station Street to Evans Street) to provide improved pedestrian and vehicular connections. The works includes resurfacing of the car park throughout, construction of new kerb and concrete footpaths, bollards, lighting and line marking. The refreshed at-grade car park will provide a total of 62 spaces.
The proposal seeks to significantly improve the Site’s interfaces to both Station and Evans Street through an increased landscaping scheme and improved pedestrian links within the Site and on adjoining streets.
Access to the multi-level car parking building and southern at-grade car park will be via Evans and Brook Streets, with the crossover and vehicle access to Evans Street proposed to be upgraded to provide an additional departure lane and improved pedestrian linkages.
The introduction of a multi-level car park will promote an accessible, mixed mode transportation hub that achieves a balance between pedestrian, cyclist, public transport and private vehicle usage. The multi storey design of the building will ensure efficient use of a presently underutilised land parcel and reduce the impacts and instances of on-street car parking within the local street network.
