Tender Description

This Tender is invited by the Issuer.

The Australian Building and Construction Commission (ABCC) promotes an improved workplace relations framework to ensure that building work is carried out fairly, efficiently and productively for the benefit of all building industry participants, without distinction, and for the benefit of the Australian economy.

The ABCC does this by:
• providing education, assistance and advice to building industry participants.
• undertaking compliance activities; and
• pursuing enforcement activities.

To communicate effectively with all building industry participants, the ABCC needs to redevelop its website to ensure that it serves each user group's needs. There is a vast array of complex information that the ABCC needs to make available in the simplest format, both in terms of language and design, to the diverse audiences, in the way that best suits their individual needs.

In November 2018, the ABCC launched their re-developed website on the web content management (CMS) platform, Drupal 7. GovCMS, the Government’s content management solution that hosts the ABCC website have advised that Drupal 7 will soon be discontinued and must be upgraded to a later version. We propose to upgrade directly to Drupal 9 in 2021 to allow the ABCC website to be supported for the full life cycle. As such, the specialist will need to ensure a secure and reliable transition, as well as providing advice. The website is to be delivered on GovCMS and must meet applicable Australian government accessibility and usability standards.

The ABCC seeks to address several key problems through this website redevelopment:

TECHNOLOGY
o The ABCC's preference is to redevelop the website on Drupal 9 hosted on the GovCMS platform.
o 25% of existing users are on tablet or smartphone devices – as such good mobile experience (including fluid typography) is an essential success factor.

INNOVATION
o Google translate API – Print fact sheets in other languages (CALD).
o Search – dynamic listing (views) pages. Filter sub-search by document/content etc.

PRACTICES
o The ABCC wants the lessons learned through the best practices of global public service websites to inform the approach to the development of the new website.

Who will the work be done with?
The project will be led internally by the ABCC's Director, Education and Communication, and Adviser, Digital & UX. Internal users and content owners will provide support throughout the project. The ABCC’s Senior Executive Team are key stakeholders, and part of needs analysis should include engaging with these internal stakeholders to ensure that project outcomes align with their expectations.

Any additional relevant information?
We know from the Google Analytics of our current website that our users predominantly use Chrome 55%, Safari 27%, Internet Explorer 7%, Edge 5%, Firefox 3%.
Around 77% of our users are on desktop computers, 20% are on smartphones, and 3% are on tablets.

The successful tenderer will take these and other insights from our existing website into consideration when developing the new website. The existing ABCC website will provide a rough indication of the volume and complexity of the information that needs to be communicated to users on the new website.

The ABCC has several Department of Industry Avoka smart-forms on its existing website that interface with a back-end case management system. This functionality has been useful, and we are keen to explore more ways it can be utilised.

What are the working arrangements?
Flexible - can be negotiated through contract process so long as development team can engage effectively with the key ABCC staff, based in Melbourne or Sydney, when required.
