Overview. The Operations Manager is the second in command of the Army Data Hub and is responsible for the day to day management, administration and prioritisation of ADH activities. The operations manager ensures project deliverables and milestones are achieved. The operations manager advises the ADH leadership on issues and risks including development of risk mitigation strategies. The Operations Manager assists the ADH leadership with management of the ADH workforce. Longer- term tasks involve change management strategies and plans to implement the Army Data Analytics Plan.
Key tasks:
The Operations Manager must be prepared to perform all tasks of the ADH Lead, including:
a. Lead ADH meetings and workshops.
b. Advise Director of Business Intelligence (and other senior leaders as required) on data analytics projects, initiatives, issues, and risks.
c. Act as the Product Owner’s representative for the Army Data Analytics Platform (ADAP).
d. Prioritise the ADH product backlog.
e. Recruit and train data professionals for the ADH when requested.
f. Write procurement documentation for ADH personnel hires and services.
g. Administer ADH contracts using Defence finance systems.
h. Support the development of data professionals within the ADAN.
i. Recruit and mentor members of the ADH and other data specialists in the capability network.
j. Advise the Army Information Steward on risks and issues pertaining to ADH data access and data quality.
k. Represent the ADH at Defence data governance forums, workshops and the Army Data Analytics Working Group (the ADH oversight body).
l. Monitor and advise data analytics initiatives and innovation across Defence.
Qualifications:
The ADH Operations Manager is a key leadership role within the ADH and the wider data analytics community of practice. This requires a combination of technical knowledge, project management skills, leadership, and knowledge of Army business processes.
In addition to the generic requirements, it is desirable that the Operations Manager also have:
a. Agile certification such as Certified SAFe® Lean Portfolio Manager or PMI Agile Certified Practitioner (PMI-ACP)®
b. Two years of experience in a strategic or corporate headquarters:
c. Knowledge and experience in as many of the following areas as possible: DevSecOps, Data Engineering, Master Data Management, Data Science, Machine Learning, Software Engineering, Network Security, System Architecture & Design and Project Management.
