This Tender is invited by the Issuer.
Overview. This position leads the continuous design, development and operation of the Army Data Warehouse (ADW), including the design and development of ETL patterns, data integration architectures, and security architectures. This also includes defining and maintaining the principles, guidelines, standards and solution patterns to ensure alignment with enterprise architectures.
Key tasks include:
a. Ensure the availability of data to Army users.
b. Supervise and mentor members of the data services team.
c. Review and interview candidates for positions in the data services team.
d. Continuously review and improve the ADW design and roadmap to maximise security, availability, usability, scalability, integrity, and performance.
e. Lead and supervise the development of ADW features through continuous design, build, user testing, and release.
f. Define the principles, guidelines, standards and architecture patterns to ensure alignment with the most likely enterprise future-state.
g. Identify bugs, inefficiencies and vulnerabilities within the ADW and the Army Data Analytics Platform (ADAP).
h. Assess the impact of architectural decisions on ADH resources, quality, and risk.
i. Continuously review and improve standards and guidelines.
j. Review projects to ensure alignment with specified standards and guidelines.
k. Advise the ADH Lead on risks, issues, and opportunities affecting ADH plans and objectives.
Areas of Expertise. The Data Services Lead must have extensive data warehouse and/or database programming experience. They will have deep knowledge of analytical concepts, including complex data structures, data-warehousing (including Kimball Dimensional Modelling), analytical models, optimisation techniques, and data mining.
Education, training, and experience in one or more of the following areas is required:
