The Victorian State Rugby Centre of Excellence will provide an expansion to rugby's elite pathway programs in the Melbourne suburb of Bundoora. Named as one of three preferred development partners, alongside Football Victoria (FV) and Football Federation Australia (FFA), the new training and administration facilities will form part of the La Trobe Sports Park, a 33-hectare Sport and Recreation precinct. The vision of a world class, regionally significant sports and recreation precinct for students and the wider community is located on University land to the south of Kingsbury Drive, Bundaoora.

This invitation is being issued to select a suitably qualified contractor that can partner with Rugby Victoria for this generational Centre of Excellence project. The overall procurement process has been structured to engage with a shortlist of bidders that can participate in a collaborative way with the design team and the client organisation to deliver exceptional outcomes with Rugby Victoria.

The procurement process will follow an initial Expression of Interest (EOI) phase to create a shortlist of up to 5 tenderers who will be interviewed. Two tenders from the shortlist will then be selected and engaged under an Early Contractor Involvement (ECI) agreement and requested to provide a price for a Design & Construct (D&C) offer at the end of the ECI Phase. On review of the price offer, one bidder will be awarded the construction contract.
