Tender Description
The QHIGI was established to accelerate the delivery of 6,365 new social homes, through a $1.813 billion investment in a four-year, integrated capital investment program across the State.
We’re seeking partnerships with individuals, organisations, developers and housing providers to deliver more housing for those who need it.
The QHIGI will be developed through three funding initiatives:
- The Housing Investment Fund – funding partnered projects to increase social and affordable housing supply.
- QuickStarts Qld – a capital investment program to accelerate planned acquisition, new construction and redevelopment opportunities to deliver new homes sooner.
- Help to Home – a partnership with property owners, landlords and registered community housing providers to headlease homes to people who are eligible for social housing.
All proponents are required to complete the pre-lodgement form (link to the SmartyGrants pre-lodgement form can be found in the Overview or Get Involved section) as the first step in submitting your proposal for consideration under the QHIGI.
This tender notification is comprised of rhree separate initiatives rolled up into one process, each have different closing dates. You should be guided by the closing dates listed within the documents for the initiative in which you are wishing to apply as we have to list a closing date on the Qtenders publication.

The Housing Investment Fund Expression of Interest and Request for Detailed Proposal process will close when available funding has been allocated.
The QuickStarts Queensland Request for Detailed Proposal will be open until 11:59 am, 21 January 2022. Depending on the response to the QuickStarts Qld RFDP, and the volume of proposals received, the department may seek to run additional rounds to source more proposals from the sector.
Help to Home will be conducted through two separate procurement processes:
- As part of the Expression of Interest process, the department will assess applications to pre-approve eligible Registered Community Housing Providers (RCHP) to deliver Social Housing services from Help to Home properties across the State and enter into the Help to Home Funding Agreement. These RCHP will become part of a pre-approved panel of RCHP for the delivery of Help to Home. This first stage will be open until 11:59 am, 25 November 2021.
- Once this EOI process has been finalised, the department will invite property owners and/or their authorised agent to submit a proposal to headlease a property/properties to the department (‘the Headlease property procurement process’). Help to Home will be delivered once both processes have been completed and the RCHP subleases a headleased property, if available, from the DCHDE under the Funding Agreement. The time frames for this stage two process is yet to be determined.
