Tender Description
The services include the design and planning and, subject to Defence, Government and Parliamentary approvals, the construction of the Program infrastructure and facilities.
The Program comprises two separately funded capability projects:
• EST7003PH1 Armed MALE RPAS
• ESTA3503PH1 DGS-AUS
The initial Contract phase services include design and related services including cost estimation and construction programming in respect of:
• New and upgraded Infrastructure:
* Airfield Infrastructure (incl. pavements, structures and aeronautical ground lighting)
* Explosive Ordnance storage, maintenance, preparation and loading
* High and Low Voltage Power Reticulation
* ICT and Security
* Potable and Fire Water
* Stormwater
* Sewage
* Vehicle and Pedestrian access
• New and/or upgraded facilities:
* Temporary working accommodation
* Combined EST7003PH1 and ESTA3503PH1 operations and headquarters facility
* Shared welfare and support facilities
* EST7003PH1 Aircraft storage and maintenance facility
* EST7003PH1 Systems Program Office (SPO) facilities
The project 5% Master Planning and Feasibility Report milestone has been completed in support of consideration of certain approvals by the Government.
The initial Contract Phase milestone services include:
• Site survey, Geotechnical, and Environmental investigations
• Site investigations to verify current conditions and reduce design, construction and operational risks
• Environmental, Heritage and Contamination professional services
• 30% Concept Design Report milestone services, including site selection approval
• Support to Defence, Government and Parliamentary Approvals
• 50% Schematic Design Report milestone services (TBC)
Fast-tracked procurement of the following subcontracted Design Services Subconsultant Contract (DSSC) professional services is being considered, which will enable the Program to achieve critical capability milestone deadlines:
• Site Survey (topographical and services)
• Geotechnical and Environmental investigative services and analysis
• Accredited Building Surveyor
• Architectural services
• Electrical services (HV, LV, and Aeronautical Ground Lighting)
• Information Communication Technology (ICT) services
• Security Construction and Equipment Committee (SCEC)-endorsed Security Zone Consultant services
• Civil services (including airfield planning and airfield pavements)
• Structural services
• Hydraulics services
• Wet & Dry Fire services
• Mechanical services
• Explosive Ordnance Planning and design services
