Tender Description
The Queensland Government, acting through Queensland Reconstruction Authority (QRA), is seeking to engage an Implementation Partner in 2022 to implement Microsoft Dynamics 365 Finance & Operations.
QRA was established in 2011 and to support the rapid deployment of operational services the authority implemented MYOB as the primary financial ledger system.
Now that QRA has become a permanent entity, it has become apparent across both finance team and business areas that the limited functionality of the current system is no longer sufficient for QRA’s needs and strategic objectives.
The limitations of the system do not permit automation with other business systems and therefore the ability to review and streamline processes for efficiency savings is impaired. There is a desire for more visibility and awareness of the financial performance of QRA at a granular team level than what is currently facilitated and for more effective use of data. This cannot occur without a flexible finance system that is supportive of a long-term strategy and allows for improved reporting and forecasting.
In addition, the restrictive capacity of the current system requires a high volume of manual intervention and extraction into other tools for reporting and processing. This increases the risk of inaccuracies and is currently mitigated through twostep verification processes at additional resourcing time that could be reprioritised to other activities.
QRA have made a decision to select Microsoft Dynamics 365 Finance & Operations (F&O).
QRA is now intending, in early 2022, to engage the market to procure an implementation partner.
Dynamics 365 Finance and Operations will cover functions across:
- Supplier/Customer Management
- Purchase Orders
- Accounts Payable
- Approvals Process
- Payments
- Customer Invoice
- Document Management
- Notifications
- Integration
- Budget
- Reporting
- Month End
The implementation partner may be required to provide services across the following areas:
- Project Management
- Detailed Implementation Planning
- Change Management
- Business Analysis
- Testing
- Data Migration
- Training
- Licensing
- Technical design, hosting, configuration, integration and associated services
- Ongoing Managed Services
QRA is developing procurement documentation and evaluation requirements however expects that the following requirements will be included
- Local presence
- Proven capability implementing F&O in a Queensland Government entity.
- Capacity and readiness to commence implementation within the anticipated implementation period
Indicative Tender Invitation Timeframes:
- Release of Invitation to Offer – 14 January 2022.
- Closure of Invitation to Offer – early to mid February 2022.
- Phase 1 (minimum feature set and any other possible inclusions) go live – 1 July 2022
