The Australian Institute of Criminology (AIC) established the National Deaths in Custody Program (NDICP) in 1992, the result of a recommendation made the previous year by the Royal Commission into Aboriginal Deaths in Custody. The NDICP monitors the extent and nature of all deaths occurring in prison, police custody and youth detention in Australia. The NDICP publishes online reports with detailed information about deaths in custody in Australia, comparisons with long-term trends and analysis of particular aspects of the data.

Beginning in 2022 the AIC will publish NDICP data in a dashboard on its website on a quarterly basis to supplement its reports. The Deaths in Custody Dashboard will be hosted by the AIC and provide an up-to-date snapshot of key indicators of deaths in custody in Australia. The AIC will publish the Deaths in Custody Dashboard for the first time in April 2022, presenting data for the January-March 2021 quarter.

To support the development of the Deaths in Custody Dashboard, the AIC is seeking to procure a suitable supplier with expertise in Microsoft Power BI to deliver a Dashboard with user-friendly functionality/design and up-to-date and reliable information. The Supplier will produce the Dashboard in Power BI in a way that can be clearly understood by a range of audiences including Australian Government agencies, state and territory governments, the media and other members of the community. It will also be interactive to enable users to filter and slice the data and manipulate the visualizations. The Supplier will design the Dashboard so that AIC staff members can use Power BI to update it quarterly. The data for the Dashboard will be confidential until it is published.

The Contractor will provide the AIC with a draft design of the Deaths in Custody Dashboard prior to delivery of the final Dashboard by 8th April 2022.
