The work is primarily on the Wairau floodplain downstream of the Waihopai confluence, but also includes the Picton area.

The Services include Core Services (which, subject to the provisions in the Contract Conditions, are to be allocated to the Contractor) and Additional Services (which may be allocated to the Contractor at the Council’s discretion).

Council envisages the Services being provided by a small stable workforce of approximately six (6) suitably qualified personnel who are dedicated to the Contract and controlled by a motivating and motivated company owner or contract manager.

Tenders should note that the quality, commitment and continuity of staff providing the Services is a key evaluation factor and that Council is looking to avoid service provision by low paid staff with high turnover rates. Tenderers are asked to pay particular attention to this requirement in their submissions.

Similarly it is important to Council that Contractor staff are skilled in dealing with the public, landowners and other stakeholders.

Capability to respond to emergencies on a 24 x 7 basis is also a key Services requirement.
